Important message regarding Kazakhstan adoptions:
It has come to our attention that recently the U.S. Department of State sent letters to post adoptive families informing them of their obligation to submit required post adoption reports to Kazakhstan adoption authorities. There are a few items we want to quickly address in regards to the information contained in the letter –
First, the State Department worked off of a list that was provided to them by the Ministry of Education & Sciences which is the central adoption authority in Kazakhstan. We know that this list is not 100% accurate as we have received the same list and have seen that many families on it have and continue to fulfill their post adoption obligations. It is important to note that Kazakhstan requires annual self-reports from families until their adopted child/ren are 18 years of age and this may also be the reason your family’s name was on the list. If your child is over the age of 18, but you have not consistently submitted annual self-reports then Kazakhstan is asking for a simple letter and a few photos to indicate that the child is doing well. This letter may come from the child themselves if they are over the age of 18.
Secondly, the State Department’s letter indicated that families should submit post adoption reports to the Kazakhstan Embassy in Washington, D.C. While this is certainly an option for families we strongly recommend that families instead submit reports to accredited U.S. adoption agencies and let those agencies handle the submission of the reports to Kazakhstan. Sending reports first to the embassy may significantly delay them being submitted to the appropriate authorities in Kazakhstan and thus delay the decision by Kazakhstan to reopen the adoption process. Another great option is to send an original report both to an accredited U.S. agency and the Kazakhstan Embassy in Washington, D.C.
